Note 1: Disable resident notifications using these methods:

(A) Long-press the resident notification, select "All Categories" to access settings, and disable "Background Services".

(B) Navigate to "Settings->Apps->Taiwan Weather", select "All Notifications", and turn off "Background Service".

Note 2: GCM notifications ended on April 11, 2019. Update to version 5.2.0 or higher to receive push notifications.
