Jason, a former soldier, is trying to outrun his troubled past. He's now in Leonida Keys, working for local drug runners. His meeting with Lucia could be pivotal, and he hopes it will lead to positive changes in his life.

Lucia, on the other hand, learned to fight from her father at a young age. Her challenging upbringing led her to the Leonida Penitentiary. Fresh out of prison, she's determined to make smart choices to provide her mother with the life they dreamed of in Liberty City. A partnership with Jason might be her ticket to a better future. Boobie Ike is a local legend who transformed his street life into a legitimate empire, owning real estate, a strip club, and a recording studio. The game will delve into the music industry, featuring characters like Dre’Quan and the music duo Real Dimez.

On the darker side, Raul Bautista is a seasoned bank robber, always ready to take risks for big rewards. Brian Heder, a veteran drug runner, operates a smuggling business in the Keys and allows Jason to live rent-free in one of his properties in exchange for help with local shakedowns.
